Position Summary:

The Deputy Director for the Division of Telecommunications within the Florida Department of Management Services is responsible for supporting the Division Director in moving the division successfully forward in its mission of innovatively leading, monitoring compliance, and administering all programs within the organization’s responsibilities in the most cost-effective manner possible. The Deputy Director is involved in establishing the policy direction and creative vision of the Division and is responsible for executing that vision strategically in coordination with the leadership team of the Department of Management Services and the Executive Office of the Governor.

Organization Background:

The Department of Management Services (DMS) is a “customer oriented” agency responsible for managing various business-related functions throughout state government. Under the direction of Florida Governor Rick Scott and the executive management team at DMS, the agency oversees the real estate, procurement, human resources, group insurance, retirement, telecommunications, private prisons, and fleet and vehicle management programs utilized throughout Florida state government. DMS is relied upon to establish, maintain and improve the business processes used by state employees in doing their jobs throughout Florida to serve our residents. DMS staff facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. It is amidst this backdrop that the Florida Department of Management Services strives to achieve its motto that states, “We serve those who serve Florida.”

The Division of Telecommunications is one of eight divisions within the Department of Management Services. The Division of Telecommunications provides quality and cost-effective telecommunications and radio services statewide to various public entities including state agencies, public and private higher education institutions, cities, counties, public schools and libraries, as well as emergency management, public safety and law enforcement entities. This sizeable and complex customer base requires Division staff to be balanced in their approach to addressing customer needs and committed to finding unique solutions focused on the challenges of differing telecommunications infrastructure. The Division has an operating budget of approximately $291 million generated from multiple sources including state funds, trust funds and services revenue.

The Division of Telecommunications supports voice, video, data, and conferencing services through contracts established with external vendors. Embodied within the division are advanced engineers who design telecommunications systems to deliver services required by state agencies, engineers who develop highly technical specifications for contracted services, contract management staff who oversee procurements of very complex telecommunications systems, and engineers and technicians who manage the daily operations related to ordering, installing, and maintaining systems. These systems deliver mission critical services to public safety groups such as law enforcement, emergency medical services, and Emergency 911 support as well as various operations of Florida government in delivering services to Florida citizens.

Success is defined by being: a forward looking visionary able to determine the future telecommunications needs of Florida agencies, able to balance the needs of Florida agencies with the ability of private industry to provide for those needs, adept at understanding the constraints of Florida government within the context of defined budget cycles and the legislative process, and capable of building partnerships with state agency customers including specific user groups such as the law enforcement community, private vendors, and Florida government leaders.

Organization Culture:

The Division houses 82 full time employees, 14 temporary or Other Personnel Services employees and contracts for 23 additional staff to augment existing services. The tenure of employees varies throughout the Division. Staff members are often recruited for positions in the private sector as well as higher level positions with other public sector agencies due to their highly technical expertise. All employees play a vital role in accomplishing the goals and objectives of the Division and every employee is encouraged to contribute creative solutions to the issues impacting the Division’s programs.

Reporting Relationships:

The Deputy Director of the Division of Telecommunications reports to the Director of the Division of Telecommunication. The Deputy Division Director’s direct reports include Bureau Chief-Customer Service, Bureau Chief-Engineering, Bureau Chief Public Safety, and Bureau Chief Financial Operations.

Division of Telecommunications Organization and Functions:

Bureau of Engineering – Researches and prototypes new technologies and services, ultimately developing technical specifications for procurements and amendments associated with enterprise telecommunications services. This Bureau is responsible for quality assurance, engineering support, and vendor management as well as telecommunications restoration telecommunications in the event of a natural disaster.

Bureau of Customer Service – Manages activities associated with SUNCOM customers including promoting service offerings, establishing customer needs and providing tailored feedback with regard to telecommunications solutions, order management and service delivery. This Bureau also operates the SUNCOM Network Operations Center (NOC) which coordinates problem resolution between customers and vendors while monitoring the overall health and security of the network.

Bureau of Financial Operations – Maintains and enhances the Communications Service Authorization Billing System for SUNCOM services, manages the distribution of more than $130 million to telecommunications service providers, and ensures the financial stability and viability of three operating trust funds for the Division via forecasting. This Bureau is also responsible for the financial evaluation of all responses to competitive solicitations, development of the Division’s Legislative Budget Request, management of all federal grant funds awarded to the Division as well as administrative rule development and maintenance.

Bureau of Public Safety – Ensures the viability and interoperability of Florida’s public safety radio communications for state, local and regional law enforcement as well as emergency medical services. In addition to establishing service standards, the Bureau also collects and distributes more than $100 million annually to local governments and industry service providers for the provision of 911 services throughout the state.

Broadband Program – Maintains an inventory of broadband availability throughout the state in an effort to identify and assist underserved areas. This Bureau also provides assistance to schools and libraries in order to maximize their receipt of grant funds provided through the Universal Service Fund’s E-Rate program

Contract and Project Management Office – This group is responsible for managing and overseeing all Division procurements, contracts, and major projects, ensuring that all procedural and policy requirements are adhered to.

Division Short Term Priorities:

Complete a business case and technology plan for the procurement of the next generation MyFloridaNet, the statewide backbone of data transport services.
Build out the State Law Enforcement Radio System to increase radio coverage for our law enforcement/public safety professionals.
Establish a plan to shift to next generation 911 services planning for appropriate integration with MyFloridaNet.
Division Long Term Priorities:

Procure and build out a statewide backbone data transport network and migrate existing customers to the new platform.
Procure and build out a statewide law enforcement radio system and migrate existing users to the new system.
Develop strategy and plan (contemplating possible integration with FirstNet federal nationwide public safety network) for procuring and migrating to the next version of the Statewide Law Enforcement Radio System pending current contract expiration.
Deputy Director Responsibilities:

Oversees the daily operational activities of the managers responsible for the different SUNCOM Bureaus: Engineering; Public Safety; Customer Service; Financial Operations; and the Broadband Florida initiative.
Provides oversight of the development and implementation of enterprise policies, processes and standards.
Develop partnerships with public and private entities in order to maximize the use of resources and implement the best, most suitable telecommunications technology for the State of Florida.
Maintain knowledge and skills in information technology trends and developments as they relate to the goals and objectives of the DMS Division of Telecommunications.
Candidate Profile Experience:

Ability to develop and administer enterprise-wide telecommunications contracts with multiple external vendors servicing multiple both internal and external customer groups.
Well-versed on methodologies related to telecommunications engineering, the management of highly technical programs and the allocation of resources within a complex organization balancing multiple priorities.
A track record of achieving organizational goals while maintaining a focus on financial and service accountability.
Demonstrated ability to lead effective service businesses and experience in creating a collaborative culture in a customer service environment.
Ability to set and communicate goals, establish metrics, measure accomplishments, give appropriate feedback and hold people accountable.
A demonstrated understanding of innovative technology and how to use it to improve business processes and operational effectiveness with system migration experience being a plus.
Skilled at getting individuals, teams, and an entire organization to perform at a high level and to embrace change.
Education: An undergraduate degree is required, and an advanced degree is preferred.
