Job Summary

The primary objective of this position is to help design, develop and support MCH web sites for Intranet and Extranets, client servers and distributed software applications and systems.  The web developer designs, encodes, test, debugs, installs and maintains systems.  This individual is also required to work on diverse problems where analysis of situations or data requires evaluation of various factors as well as exercising judgment within generally defined practices and policies in selecting methods and techniques for obtaining results. Demonstrates knowledge in a variety of field concepts, practice and procedure standards. Functions at an advanced level in two or more languages, platforms and frameworks.  Individual is able to participate in developing recommendations for complex projects of diverse scope and can perform a variety of complex tasks independently.  While general supervision required for project direction is provided either by the project leader, Team Lead or the Manager, the individual must exercise his/her own judgment within loosely defined parameters in a dynamic environment.  Basic project management functions are required, including defining task, resource estimation, status reporting and project plan maintenance. The developer is responsible for providing technical direction and guidance to consultants, clients and other team members. The individual is accountable to continually enhance skills, knowledge and abilities so as to advance their professional knowledge and continually improve in their job role.  Other duties as assigned.

Job Roles

* Designs, develops and maintains MCH web application systems.  Encodes, tests, debugs, installs and maintain supported applications.
* Develops user requirement document, including use-cases, process flows and navigational maps.
* Designs, develops and maintains MCH web content using two or more desktop publishing/imaging applications:
o Photo Editing (Adobe Photoshop, Paint Shop Pro)
o Drawing (Macromedia Freehand, Adobe Illustrator, Corel Draw)
o Page Layout (Adobe PageMaker, Adobe InDesign)
o Presentation (MS PowerPoint, Astound)
o Multimedia (Macromedia Director, Flash, streaming audio and video)
o Others (Adobe Distiller/Exchange, GifBuilder, GifConverter, 3D Studio)
* Works effectively on project teams, including:
o Participation in establishing deadlines and providing ongoing communication of progress to keep projects on track and on time.
o Assist project leader and department leadership in establishing project team goals, objectives and budge, and identify, coordinate and acquire resources to reach them.
o Assist project leader, Lead or Manager to establish project quality standards, monitor project status and maintain project plans on schedule.
o Provide ongoing performance feedback to project team members and contribute input to annual performance reviews. Serve as a mentor and coach to other team members in area of expertise. Serve as a staff preceptor.
o Prepares organized and concise written client deliverables and communicates project progress to clients in a timely and effective manner.
o Provides technical guidance to consultants and other team members regarding implementation requirements.
* Demonstrates continuous learning to enhance knowledge regarding new Internet and authoring technologies so as to advise and recommend future web site development direction.
* Demonstrates knowledge of networking technologies, including security and encryption on the Internet and basic networking concepts. Applies this knowledge to advance web development at MCH.
* Documents all work per IT standards.
* Demonstrates attention to detail so that code developed and deployed is bug free and meets the functional specification of the client.

Qualifications

* B.S. in Computer Sciences, Information Systems or a related major or at least five years of experience in Information technology in a technical role.
* At least five years of experience in web development, implementation and support.
* At least five years of experience in Information Systems development, implementation and support.
* Ideal candidates are skilled in web development using Sharepoint, .NET, ASP, HTML, Java Script, Java and Macromedia Flash. Must have working knowledge of :
o User interface design  (touch screen input experience a plus)
o Proficient in optimizing database transactions
o Familiar with building executables from source code
o Knowledge and advanced skill in dynamic or active web content and the use of one or more of the following: Perl, C/C++, CGI, ASP, VB Script, Apache, IIS, SQL Server or Visual Studio
o Working knowledge of XML
o Familiar with full life cycle software development
o Familiar with embedded development environment
o Proficient in one or more languages, platforms or frameworks
o Working knowledge of networking technologies, including security and encryption on the Internet and basic networking concepts
* Knowledge of web technology field commonly used concepts, practices and procedures standards
* Good interpersonal communication skills
* Good technical documentation skills
* Good time management skills
