RESPONSIBILITES:
BUDGET AND FINANCIAL ACCOUNTING
o Develop and implement annual budget proposals & revision for the Board and provide budgetary information in accordance with the Inter-local Agreement. Budgets must reflect the PPLCS Long Range Plan.
o Manage and supervise the receipt and expenditure of library funds.
o Seek alternative and supplementary sources of funding and writes grant proposals to government, civic and �non profit� organizations.
o Manage grants and submit all required financial reports.
o Prepare for, and participate in, an annual audit.

� COMMUNICATIONS/COMMUNITY RELATIONS
o Serve as advisor to the Administrative Board, keep Board members informed, and attend all regular and called Board meetings.
o Provide Administrative Board members with materials from state and national associations and other sources, and offer advice and information pertinent to their roles.
o Keep Administrative Board members, Directors and PPLCS staff informed.
o Establish and maintain effective working relationships with other governmental agencies, civic and community groups, and the general public
o Promote PPLCS through general public relations efforts, and by speaking to community groups.
o Participate in professional and community service organizations.
o Maintain active membership in professional library organizations, serves on committees, and attend meetings and conferences.
o Maintain open communications with support groups.
o Advertise Board meetings in accordance with Florida Sunshine Law. Prepare agenda of Board meetings, and record and keep the minutes of all Board meetings as required by law.

� FACILITIES
o Supervise maintenance of PPLCS office and equipment.
o Participate in the grant application for new library facilities.

� PERSONNEL
o The PPLCS Administrator shall participate in interviewing prospective PPLCS employees. The Administrator shall supervise all employees of the PPLCS office. The Administrative Board shall set positions and salary structure for the PPLCS staff.
o Provide in-service training programs for member County libraries and PPLCS staff development, and provide opportunities for staff members to attend appropriate continuing education workshops.
o Perform annual evaluation of all PPLCS office employees and present these evaluations to the Administrative Board for approval.
o Serve as a consultant to Directors, in the management of and planning of library services at the local level.

� PLANNING
o Develop annual long-range and technology plans for the maintenance and improvement of library services in cooperation with representative from PPLCS member counties and submit the plans to the Administrative Board for approval.
o Develop Public Service Policies in cooperation with representatives from PPLCS member counties and submit the plan and policies to the Administrative Board for approval.
o Develop PPLCS administrative office policies.
o Make periodic assessments of community needs and evaluate library services in relation to those needs in cooperation with representatives from PPLCS member counties, and submit the results to the Administrative Board for approval.

� INFORMATION TECHNOLOGY
Knowledge of and experience with the SirsiDynix Integrated Library System, including cataloging and interlibrary loan management.
o Develop, implement and manage projects and activities to support member library information systems. These systems may include systems planning and design, applications planning, system analyses, security, help-desk, computer operations and database administration for administrative office and member library networks.
o Manage and participate in the development and implementation of goals, objectives, policies, training and priorities for assigned programs, recommend and administer policies and procedures.
o Review and approve changes to network computer programs; evaluate system software and hardware, evaluate installed equipment, monitor status of changes to operating system and application system programs.
o Serve as resource to member library manager, provide assistance on technical problems.
o E-rate time line. Preparation of Universal Services, forms and documentation for libraries.
o The Administrator shall plan the development of automated systems that provide library-wide access to materials, programs and services for the PPLCS system. The Administrator shall supervise and maintain the central automation system.

Salary     35,000 to 45,000 plus benefits

Qualifications     EDUCATION AND EXPERIENCES:
� Master of Library Science (MLS) or Master of Library and Information Studies (MLIS) from an ALA accredited library school.
� Five years of paid library experience with two or more in a public library with at least two years in an administrative capacity.
� Reliable transportation and regular travel within the PPLCS service area is required.

KNOWLEDGE, SKILL AND ABILITIES:
� Establish effective working relationships with government officials, community leaders, library board members and staff.
� Excellent oral and written communication skills.
� Skilled in group process and in working in disparate groups.
� Plan, direct and supervise staff using team management techniques
� Write successful grant proposals and effectively administer projects.
� Comprehensive knowledge of public library governance, services and management, including planning, budgeting and evaluating.
� Knowledge of principles and practices in inter-library cooperation.
� Knowledge of automation systems in a rural library setting.
� Develop and present training to staff, board members and volunteers.
� Knowledge of Florida Library Governance.
� Understands dynamics of rural environment.
