Description
The main focus for this position will be to maintain and develop Oracle PL/SQL, Java, and XSL for an existing web application, Permit Builder (PBR). The PBR team is in the process of undergoing added enhancements and new functionality.
Permit Builder was originally created in 1995, when the EPA delegated NPDES permitting authority to the DEP. The EPA specified the need for a consistent and accurate way for issuing permits. Permit Builder was the solution to this need; it would dynamically generate permits for the district offices in Microsoft Word format. These permits would then be editable by the district staff. Since its inception, Permit Builder has grown and now is capable of generating permits, discharge monitoring reports, permit notices, fact sheets, and statements of basis.

Skill Requirements
Generic Requirements
• Possess excellent written and verbal communication skills.
• Must work well in a team.
• Familiarity with OO programming.
• Familiar with the concepts of Normalization.

Preferred Requirements
• Experience with Oracle, Oracle Designer, PL/SQL, SQL.
• Familiarity with Data Warehousing techniques and concepts.
• Familiarity with JDBC and Object Relational Mapping (ORM).
• Familiarity with web based applications.

Additional/Helpful Skills
• Knowledgeable in XML/XSL.
• Familiar with front end web technologies (HTML/JavaScript).
• Familiar with unit testing (JUnit).
• Familiar with Crystal Reports.
• Knowledge of Project Management and/or business analyst skill sets.
• Ready to learn new skill sets as the need arises.
