  • Knowledge of business practices within the state procurement process, especially those related to contracts


  • Excellent verbal and written communication skills
  • Ability to communicate effectively with technical and user staff



  • Demonstrated experience with development of use cases in group sessions
  • Demonstrated experience facilitating Joint Requirement Development Sessions
  • Demonstrated experience developing performance measures associated with project outcomes


  • Facilitate the development and documentation of Business Requirements
  • Facilitate the development and documentation of Functional Requirements
  • Offer written system development recommendations with an assessment of development hours needed for each recommendation
  • Work with Software Developer to ensure requirements are universally understood
