Position Description
The Apalachee Regional Planning Council (ARPC) is seeking an entry- or mid-level position with preferably two years of professional work experience to serve as a Regional Broadband Coordinator in ARPC’s Economic Development program. The primary responsibility of this position will be to stand up and coordinate the ARPC’s newest initiative—regional broadband— including working with Local Technology Planning Teams (LTPTs), providing grant writing assistance for proposed broadband projects, and administration and management of multiple contracts.
This position will focus on broadband planning and require liaising between local governments, state & federal agencies, internet service providers, and other stakeholders, as well as providing technical assistance to local governments to foster the creation, expansion, and upgrade of broadband systems. More broadly, the position involves working with other members of the ARPC team to enhance economic development, and regional resiliency across the 9-county Apalachee Region. Projects and efforts at the ARPC are collaborative and involve a team- focused approach to planning and implementation.
Background
The ARPC, a multi-purpose governmental agency of the State of Florida, provides technical assistance in the areas of economic development, emergency planning, transportation, housing, and resiliency to meet the needs of our member local governments within the nine- county Region comprised of Calhoun, Franklin, Gadsden, Gulf, Jackson, Jefferson, Leon, Liberty, and Wakulla counties and their municipalities. Given the diverse nature of the ARPC’s work, the incumbent will gain experience through diverse platforms related to a wide variety of local, regional, state, and federal activities.

Scope of Work
Under the direction of the Economic Development Manager, this employee will have the following primary responsibilities:
- Provide technical assistance and capacity support to local governments, especially for activities related to broadband initiatives;
- Assist Local Technology Planning Teams and coordinate regional broadband efforts.
- Provide short-term and long-term planning and coordination to develop or update
planning documents;
- Assist local governments with zoning and future land use planning activities;
- Serve as a liaison to identify potential broadband projects in the Apalachee Region;
- Seek and develop new grant opportunities to continue to grow the ARPC Economic
Development Program;
- Foster partnerships and a community of collaboration between local governments,
regional organizations, and state and federal agencies; and
- Other duties as required.
Essential Physical Skills
- Use of both hands and fingers with dexterity.
- Very frequent use of good near vision, good hearing.
- Occasional walking and frequent standing.
- Ability to lift 30 pounds.
- Must be capable of driving a vehicle continuously for two or more hours.
Environmental Condition Requirements
- Work inside the office in a sedentary posture as well as travel to meetings at various locations outside of the office.
- Occasionally attend meetings outside of normal working hours and outside of the local area.
Education
- Minimum Requirement: Bachelor’s degree in Information Technology, Communications, Urban and Regional Planning, Public Administration, or a related field.
- Preferred: Master’s degree (or equivalent work experience) in the above or a related field.
Experience and Abilities
- Strong writing and communication skills
- Ability to conceptualize, develop, and review planning documents
- Proficiency in Microsoft Office Suite
- Preferred: a minimum of two years’ experience in Urban and Regional Planning,
Communications Technology, Broadband, Economic Development, or a related field
- Preferred: experience with contract management
- Preferred: familiarity with broadband systems and/or internet service providers
- Preferred: familiarity with DEO Office of Broadband and subsequent broadband funding
License, Certification or Registration
- Must have a valid driver’s license or be able to secure a valid driver’s license at the time of employment within this classification
- Preferred: AICP or any additional accreditations
