At FLVC, we provide statewide licensing of electronic library resources on behalf of Florida’s twenty-eight public colleges and twelve state universities. We oversee the acquisition process for the state-funded collection of e-resources valued at $6.8 million of approximately 75 e-resources that are available to our member institutions. We also provide opt-in licensing of e-resources that includes the negotiation of favorable pricing for our member institutions.
Responsibilities
This position reports directly to the Licensing Analyst/Program Manager of the Florida Virtual Campus (FLVC). This position is responsible for member library support of electronic resources and will assist with the management and assessment of E-Resources collections licensed by FLVC on behalf of the State University System (SUS) and the Florida College System (FCS) pursuant to Florida Statute 1006.73. This position interacts with statewide FLVC stakeholders, providing access to library e-resources for more than 1.3 million students, faculty, and staff across all FCS and SUS institutions. This position will also be responsible for managing a portfolio of vendors as a participant in FLVC’s E-Resources Group Licensing program offered to SUS and FCS member institutions on an annual basis, and therefore, it is expected that the individual in this role understands the electronic resource life cycle as described in the NASIG Core Competencies for Electronic Resource Librarians.
Assist the Licensing Analyst/Program Manager t and/or the Director of E-Resources in the negotiation of licensing agreements, including preparing materials and participating in negotiation discussions as needed. Collaborate with the Licensing Analyst and member librarians to evaluate vendor proposals and provide input during negotiations. In collaboration with FLVC, member librarians, and FLVC/NWRDC’s. Contracts Administrator(s), the position will have some responsibilities for the negotiation of license provisions with vendors. This position will assist with processing associated contract paperwork such as order forms, amendments, etc. in collaboration with FLVC/NWRDC’s Contracts Administrator(s). Assist the Licensing Analyst with managing licensing provisions within Alma/Primo and Consortia Manager. Ensures accurate and up-to-date license records are maintained in both systems.
The position is responsible for a portfolio of vendors associated with FLVC’s group licensing program. Negotiate pricing with vendors to ensure savings to member institutions.
Collaborates with and takes direction from the Acquisitions and Collections Specialist to support electronic resource usage data initiatives, including, but not limited to the following: Maintains and updates data associated with the usage data harvesting software; Provides analytical reports by compiling and reporting usage and other relevant metrics needed to support licensing and subscription renewal decisions; Works cross-departmentally within FLVC to contribute to IPEDS, ACRL, and other standard reports related to e-resource usage; Obtains usage reports on demand for members and serves as a consultant in this area. This position is responsible for maintaining the usage statistics harvesting tool and staying abreast of current standards, such as COUNTER and SUSHI. Assists with the exploration and negotiation of open-access options by engaging in data analysis projects. Documents and updates procedures associated with these activities. Explores and develops data visualization objects.
Participates in statewide committees, working groups, and task forces of library staff concerned with the creation, description, and/or management of electronic resources.
Maintains current knowledge of regional and national trends in libraries and academic publishing, and the initiatives related to electronic resource management.
To the extent possible, given limitations of time and funding, contributes to the departmental professional development by participating in regional and national initiatives through meeting attendance, committee appointments, and other means of involvement.
Serves as a backup to the Acquisitions and Collections Specialist, assisting in the troubleshooting of access issues related to the state-funded collection. This position ensures seamless access to resources for users at member institutions by providing expert consultation and efficiently resolving access issues. The role requires extensive knowledge of Alma, Primo, and related discovery services to diagnose and address complex electronic resource access challenges.
Participates in approved professional development opportunities per NWRDC’s policy. Professional development and training is defined as learning undertaken by the employee to maintain and advance their skills, knowledge, and competencies, specifically as they relate and add value to the job and workplace.
Qualifications
Bachelor’s degree and two years of experience or a high school diploma or equivalent and six years of experience. (Note: or combination of post high school education and experience equal to six years.)
Preferred Qualifications
2 years of experience in the electronic resources lifecycle as described in the NASIG Core Competencies for Electronic Resource Librarians

Anticipated Salary Range
The anticipated salary range is $47,000- $63,000, commensurate with education and experience.
