GENERAL DESCRIPTION:
The purpose of this position is to provide highly specialized analysis and support for mission critical software. This position works within a general outline of work to be performed, and develops work methods and sequences under general supervision. This position is classified as an exempt position. This class reports to
the Information Systems Director and follows the Clerk of the Court policies and procedures.
ESSENTIAL TASKS
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
o Understands and follows the Clerk’s Policies and Guidelines, Mission, Vision and Values.
o Assists in procedure development and revision, and implements same.
o Assists in formulating long range objectives and goals for assigned area of responsibility.
o Actively maintains knowledge of industry trends and adherence to Federal and State laws relating to areas of
responsibility. Reviews legislation, impact and modifications, and implements same.
o Actively engages in relevant focus teams or project planning with co-workers, supervisors, managers, and directors.
o Monitors and/or manages specific projects and programs, prepares and presents routine and complex written or oral
reports as required.
o Encourages adoption of organizational culture within area of responsibility.
o Attends staff meetings, conferences, workshops, professional meetings and other events.
o Ensures tasks within assigned area of responsibility are completed accurately, within established performance
measures, and in compliance with governing laws.
o Demonstrates and encourages continuous effort to improve operations, decrease turnaround times, streamline work
processes, and work cooperatively and jointly to provide quality customer service.
o Prepares and submits recurring reports and special reports as required.
o Acts as representative of the Clerk of the Court when communicating with governmental agencies and others. Provides
exceptional customer service when responding to internal or external customers.
o Learns and becomes proficient in various computer programs.
o Review and update division task outlines to reflect current procedures.
o Performs other related duties as assigned by Management.
o Consistent and predictable attendance required.
o Provides interdepartmental support through performance of various operational tasks, following established procedures,
as required.
o Can be expected to temporarily perform duties outside of normal classification in the event of a declared emergency.
ROLE-SPECIFIC TASKS
Application Systems
o Maintains scope change requests for existing applications
o Maintains bug reports for applications and follows through with vendor until resolved
o Primary contact for vendor regarding daily operations of the existing systems
o Monitors system performance and performs database tuning adjustments as needed
o Reviews release notes and coordinates implementation of software upgrades
Enterprise Content Management System Administration:
o Monitors activity to insure performance and security
o Monitors server component software modules
o Develops and maintains workflow maps
o Assists end user departments with statistical activity reporting
Business Analysis:
o Specifies requirements for new software applications
o Creates data mining scripts to aid staff with data analysis
o Creates reports using ad-hoc report writing tools
o Creates data exports for customers
o Specifies data interfaces to other internal and external applications.
o Supports/Leads organizational project teams
o Stays abreast of current trends in technology
Application Design and Development
o Creates and maintains programs in support of end user activities and/or requirements.
o Full life-cycle development of web-based applications for Internet, Intranet and content management system. Includes requirements analysis, system design, development, testing, production implementation and support.
End user training and support
o Handles end user support questions escalated by the Help Desk.
o Delivers training classes for technology programs to staff as required.
o Performs exceptional customer service by telephone, answering computer-related inquiries and resolving complaints and problems.
KNOWLEDGE, SKILLS AND ABILITIES:
KNOWLEDGE
Computers and Electronics – Knowledge of computer hardware and software, including applications and programming.
English Language – Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

EDUCATION, SPECIAL CERTIFICATIONS, LICENSES AND EXPERIENCE:
Requires Bachelors Degree, or education and training, or experience equivalent to four years of college education in information technology or a closely related field
Requires valid Driver’s License
Five years or more experience in the information technology related field.
Three years or more experience in designing and developing websites.
Two years or more experience in coordinating projects
At least one year of database administration experience desired
