Salary Range:  $45,899.10-92,152.32 Annually*

The purpose of this position is to perform professional, technical and independent work developing, enhancing, and maintaining various web-based computer applications and related SQL databases.

ESSENTIAL JOB FUNCTIONS: Under the direction of IT Coordinator-Web Development, monitors, plans, and coordinates all the technical aspects of the web authoring process, including the establishment of standards, instituting proper recovery systems, and general application support of all intra-internet web-based projects. Independently implements, maintains, and provides support for all web-enabled file structures on all systems, assuring consistency in the application of policies and procedures.  Develops recommendations and courses of action to attain designed objectives.  Confers with information systems employees on difficult procedures and offers advice and assistance as needed concerning web technologies.  Monitors and plans web site storage space utilization.  Ensures that the Inter local’s web site is optimally tuned.  Organizes web site directory structures for optimum performance.  Evaluates new versions of web authoring software and tools.  Manages system security on all web-enabled delivery systems.  Develops and implements security procedures to insure internal file security. Develops and implements internet security methods and procedures to insure system integrity.

Under the direction of IT Coordinator-Web assist this position in the administration of existing Microsoft SQL enterprise databases and the analysis, design, and creation of new Microsoft SQL databases. Additional knowledge and database responsibilities will include:  Recoverability – Creating and testing of backups, Data integrity – Verifying or assisting in the verify of data integrity, Security – Defining and/or implementing access controls to the database, Availability – Ensuring maximum uptime, Performance – Ensuring maximum performance Development and testing support – Assisting application developers and other staff to efficiently utilize the database.

Under direction of the IT Coordinator-Web Development, responsible for all web-based systems and applications residing on the inter local’s web site.  Creates and maintains all inter local’s web sites.  Plans and directs the design and maintenance of web site relational diagrams and page content for all web servers or access points.  Designs, codes and implements individual agency/department/program web sites and web enabled applications.  Creates customized web applications for data retrieval and storage.  Assists individual program managers in developing and implementing web pages and related resources.  Meets with users to plan and develop their presence on the web.  Develops, enhances, and maintains various web-based applications which access multi-platform systems housing varying types of data and information, making it available for public and internal use.  Codes programs for automated systems, tests systems, documents systems, and trains users.

REQUIREMENTS: Requires graduation from an accredited four-year college or university with a Bachelor’s degree in computer science or a related field and three years of related experience; or an equivalent combination of training and experience.  Knowledge of computer programming in one or more of the following: (HTML, Java, VBScript, JavaScript, C, CGI, ASP).  Knowledge of systems security analysis and design principles.  Knowledge of MS Windows NT Server, MS Internet Information Server, MS Internet Information  Server, MS SQL Server, MS Access and other relational database software.  Knowledge of database operations to include fundamental MS SQL database administration.  Ability to process information logically.  Ability to write technical data processing reports.  Ability to communicate effectively.  Ability to initiate and follow through on assignments.
