OPS Systems Project Analyst @ The Agency for Health Care Administration

The Agency for Health Care Administration is seeking a qualified candidate for the position of OPS Systems Project Consultant within the Division of Information Technology (IT).

This is a highly responsible project manager position in the Information Systems Development Methodology (ISDM) Unit.

This position is responsible for managing complex IT projects using an agile, hybrid, or waterfall project management approach to support the Agency’s strategic plan by implementing legislative requirements, process improvements, and system enhancements as needed.

The duties & responsibilities for this position include the following:

*        Manage assigned projects by following industry standard project management methodology such as the Project Management Institute’s (PMI) current Project Management Body of Knowledge (PMBOK), Rule 60GG-1 F.A.C, and ISDM project methodology, processes, and standards.

*        Guides the team through all aspects of the project life cycle, including activities to define the project scope and schedule, gather requirements, design, develop, test, and deliver high quality software applications. Manages the project scope to deliver projects on time and within budget.

*        Conducts planning, scheduling, and implementation activities to develop software solutions to meet business needs.

*        Works with project team members to create and define required project documentation, including but not limited to, the Risk and Complexity Assessment, project charter, project plan, security plan, spend plan, scope, schedule, deliverables, change logs, issue logs, risk logs, meeting agendas, and weekly project status reports.

*        Works with team members to identify the tasks needed to complete the project, estimates the level of effort to complete the tasks, and assigns tasks to team members. Manages project budget and spend plan.

*        Effectively communicates project status and information to stakeholders, management, and team members in a timely and clear fashion.

*        Identifies and manages technical and non-technical issues and risks that could impact the project. Uses problem solving skills to remove obstacles, resolve conflicts, and mitigate risks when possible. Escalates to management when appropriate.

*        Ensures that the project team complies with ISDM processes, technical standards, and documentation standards.

*        Develops collaborative relationships with team members and customers to achieve project goals.

*        Coaches, mentors, and motivates project team members.

*        Develops feasibility studies to include cost benefit analysis, risk analysis, and return on investment as needed.

*        Critically evaluates information gathered from multiple sources, reconciles conflicts, decomposes high-level information into details, abstracts up from low-level information to a general understanding, and assists customers to distinguish user requests from true needs.

*        Directs business analyst activities for assigned projects. Performs business analysis activities when a business analyst is not assigned to a project.

*       Works with the customer to elicit, identify, and document project requirements, process maps, and workflows. Methods used to gather requirements can include, but are not limited to, conducting Joint Application Development (JAD) sessions,

interviews, surveys, requirements workshops, and site visits.

*        Requirements are documented in the form that most closely meets the needs of the selected project management approach. This includes user stories, use cases, or traditional waterfall requirements.

*        Creates and maintains required project documentation, including but not limited to, meeting minutes, Requirements Traceability Matrixes (RTM), process maps and workflows to document the “as-is” and “to-be” business processes, test plans, test scripts, test cases, troubleshooting guides, user manuals, training materials, and project close out reports.

*        Performs testing activities such as testing and validating work products, in addition to coordinating user acceptance testing with the customer.

*        Perform other duties as required.
