Abstract
Energy and the environment are two major policy areas of the current federal administration. For most of us, our knowledge of the legislative process ends at knowing the words to Schoolhouse Rock’s “I’m Just a Bill.” Behind the scenes, policymaking is a very sophisticated process of synthesizing information gathering, community connections, party politics, and federal objectives. From the perspective of a Congressional staffer, Mary Frances Repko discusses how Capitol Hill priorities and processes in energy, environment, and other key areas are likely to affect policymaking and opportunities for citizens.

About Mary Frances Repko
Mary Frances Repko serves as a Senior Policy Advisor for House Majority Leader Steny Hoyer (D-MD) handling energy and environmental matters.

Prior to moving to the House of Representatives (July 2007), a 15-year Senate career:

  • Democratic staff of the Senate Committee on Environment and Public Works, for both former Ranking Member Senator Jim Jeffords (I-VT) and the current Chair, Senator Barbara Boxer (D-CA). The Senate Environment and Public Works Committee is the primary Committee of jurisdiction in the Senate for our nation’s environmental laws, including: the Clean Air Act, the Clean Water Act, the National Environmental Policy Act, and the Comprehensive Environmental Response Compensation and Liability Act (Superfund).
  • Environment and energy staffer and Deputy Legislative Director to Senator Russ Feingold (D-WI) and Legislative Director to Senator Maria Cantwell (D-WA).

Prior to her work in the Senate:

  • Worked for the policy program at World Wildlife Fund on climate change, pollution prevention, marine conservation issues.
  • Worked for the Great Lakes Commission, an eight-state interstate compact agency that focuses on resource management issues in the Great Lakes region.

Education:

  • Master of Science in Resource Policy and Management, University of Michigan, 1991
  • Bachelor of Arts in International Studies, Johns Hopkins University, 1989.

A native of East Lansing, MI, she resides in Washington, D.C.
