The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing various business-related functions throughout state government. Position Overview and Responsibilities:
Senior Cybersecurity Business Analysts play a critical cybersecurity leadership role for the Florida Digital Service. Working for a team led by the State Chief Information Security Officer, this role will be expected to help lead, develop, and implement critical policy initiatives to support Florida’s rapidly growing cybersecurity capabilities. This Senior Analyst will be expected to manage all aspects around Florida’s cybersecurity regulations, namely 60GG-2, Florida Administrative Code.  Being effective in this role does not require technical or engineering experience but will require regular collaboration throughout state government on behalf of FL[DS]. The ideal candidate is team-oriented, mission-focused, and eager to support the team’s operations.

Core Responsibilities:

  • Research, analyze, draft, and implement cybersecurity policies that support the operations, planning, and public policy, including leadership responsibility for F.A.C. 60GG-2.
  • Identify and present process improvements to cybersecurity leadership, including the need for statutory and regulatory reforms.
  • Anticipate and assist the technical members of the security team with non-routine and unforeseen non-technical needs that arise prior to, during, and after a cybersecurity incident.
  • Support incident response activities by coordinating and supporting conferences between technical and executive stakeholders.
  • Document and retain notes, action items, and key decisions made during the full lifespan of an incident in a way that facilitates understandable briefings between technical and non-technical stakeholders.
  • Effectively supervises the performance of direct reports to ensure division and agency performance goals are met or exceeded and comply with the Department’s employment policies and procedures and the State’s statutes and rules.
  • Supervision – assigns balanced workloads; ensures quality of work and that deadlines are met; monitors productivity, attendance, and professionalism in the workplace.
  • Directing Leadership – sets challenging goals; delegates and coordinates effectively; promote innovation in achieving goals; sets examples for subordinates.
  • Training – identifies performance gaps and coordinates with the division trainer to ensure training needs are met.
  • Managing Change – initiates change effectively and adapts to necessary changes in operations; motivates employees to have a positive attitude towards operational changes.
  • Performance Appraisal/Feedback – effectively evaluates subordinates; encourages and initiates regular discussion of performance with subordinates; takes appropriate and timely action with marginal or failing performers; recognizes and rewards good performance.
  • Discipline Administration – uses progressive and corrective discipline to improve performance/behavioral problems.

Knowledge, Skills, and Abilities:

  • Intermediate knowledge of various industry-standard cybersecurity frameworks.
